靓女 liàngnǚ refers to young beautiful women, the same as 美女měinǚ, which can be used to address women in infomal occasions.
The first part of this sentence structure shows confirmation to sth, the other part points something dissatisfactory.
For example,
美měi(beautiful)是美，就是太贵guì(expensive)了。(Really beautiful, but too expensive.)
